Since the 18th National Congress of the Communist Party of China, the reform of ecological civilization system has been placed in the prominent position of comprehensively deepening the reform work. The supporting environmental protection measures of these enterprises are generally relatively perfect. Due to the great impact on local economy and society, the impact of environmental supervision is limited. On the other hand, there are a large number of scattered small chemical plants and small products enterprises, which lack of supervision for a long time. These enterprises will be the focus of environmental supervision. Environmental supervision is positive for chemical enterprises for a long time. The policy threshold can eliminate some small enterprises with low efficiency.
